GEDNEY HILL PARISH COUNCIL
 
 MINUTES OF THE NOVEMBER PARISH COUNCIL MEETING
Held at the Gedney Hill and District Memorial Hall, Hillgate, PE12 0NN
On Monday 17th November 2025, at 6.30pm

PUBLIC FORUM:
 
1. Chairmans remarks.
The Chair welcomed everyone to the meeting.
 
2. Public Forum
A member of the public asked if there was any progress on the matter of village gateways.  Details are awaited from Lincolnshire Highways on this matter.
Cllr Ray Condell, LCC, advised that all road defects are dealt with in order of priority, and that there is considerable pressure on Highways resources at this time. 
Cllr Laura Eldridge, SHDC advised that a static speed survey had recently been carried out on Long Lane (40mph) in Fleet Parish and the results did not justify any further measures. Cllr Eldridge has requested a similar survey on Mill Lane (30mph) and this is scheduled for 2026.
A parishioner asked if a bench could be placed on the green at the end of Lincolns Avenue, and if the Parish Council  would consider installing a defibrillator near the same location (the parishioner is happy to host a defibrillator and cover the cost of electricity.
It was noted that there is a large amount of dog excrement in and around the cemetery.
 
3. Apologies for absence and acceptance of apologies.
Apologies were received from Cllr P Redgate.  They were accepted. 
 
4. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation. 
None
 
5. To approve the draft minutes of the meeting held on 3rd November 2025.
The minutes were approved and signed by Cllr N Watson.
 
6. PPC Update
Planning permission has been granted for the new playground, subject to compliance with a condition relating to Biodiversity Net Gain; the PPC are working with the planning officer and county ecologist to provide a solution that complies with the condition.
The PPC are working closely with Cllr Eldridge on a community Sleigh Run in early December, volunteers will be welcome to help with stewarding and collections.
 
 
7. Financial Report
The acting Clerk presented financial information as follows:
Parish Council bank accounts Balance £29,940.53
Parish Council Wind Farm account Balance £952.12
Parish Council PPC bank accounts Balance £3392.67
Notable expenses are as follows:
£12,400 grant money has been received from Lincolnshire Community Foundation in respect of UKSPF GRASSroots Grant monies, £10,000 has been disbursed so far to the contractor.

£1190.07 BNG Survey
£350 Pavilion gutter and roof repairs
£400 Move CCTV equipment
 
8. Budget 2026/7
Detailed consideration of the budget was deferred to the January meeting.
 
9. To discuss any issues relating to the Parish Pavilion
The refurbishment continues, remodelling of the boiler room area has permitted a fire escape (and second exit) to be installed in the new kitchen.
10. Speedwatch Group – Installation of additional Speed Installation Signs
Detailed consideration of this matter was deferred to the January meeting to give time to identify additional external funding.
 
11. Horse Awareness – Additional signage
Highways have agreed to install a number of road signs warning drivers of the substantial horse population in the parish.
 
12. To discuss current planning decisions and decisions
No action needed by Parish Council. Full details of all planning matters in the Parish may be found at South Holland District Council
 
13. Cemetery Matters
One plot reservation is in progress
 
14. Wryde Croft Windfarm Small Project Fund – to discuss and decide any applications received
Gedney Hill memorial Hall have been granted £800 towards a new noticeboard 
15. To advise of any items to be added to the next meeting agenda.
