MINUTES OF THE MARCH FULL COUNCIL MEETING
Held at the Gedney Hill and District Memorial Hall, Hillgate, PE12 0NN
On Monday 17 March 2025, at 6.30pm

PUBLIC FORUM (15 minutes)
The ground under the dog waste bin at the entrance to the park is eroding.  The chair was grateful for this being reported and would be looked at.
 
1. Chairmans remarks.
The Chairman welcomed everyone to the meeting.  It was great to see so many members of the public there.
 
2. Apologies for absence and acceptance. 
Apologies were received and accepted from Cllr K James and Cllr P Redgate.
 
3. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation. 
None
 
4. Sue Whitton, Emergency Planning and Business Continuity Manager, Lincolnshire County Council, Lincolnshire Emergency Planning & Business Continuity Service – An Introduction to Community Resilience.
SW was welcomed to the meeting and proceeded to give a talk about preparing for emergencies within the community.
 
Proposal:
GHPC to begin work to form a Community Emergency Response Team (CERT)

5. PPC Update.
a) Cllr M Shepherd updated GHPC on the PPC
The PPC asked the following questions:
Can GHPC provide a rubbish bin in the park?
Does the PPC have permission to apply for grants in a timely manner – running each one throug GHPC before sending them off?
Does the PPC have permission to apply for grants for equipment beyond the Wicksteed quote, some of which was included in the booklet handed out at the last meeting – other items will be newly thought of as construction and work on the park begins?
 
PC Response:
Yes, a bin can be provided, however we need to consider how it is emptied as this could be an additional cost to GHPC.
Yes, the PPC has permission to apply for grants, passing them through GHPC before sending off.  GHPC will call an extra-ordinary meeting before the National Lottery application can be sent off.
Yes, the PCC can apply for grants, for equipment outside of the Wicksteed quote.

b) Party in the Park
The PPC are planning a Party in the Park as a fundraiser for the play park.  It is hoped to hold it every year – this year it will be on Monday 5 May.
There will be stalls, refreshments and live music.
 
Cllr Shepherd thanked the PPC and WG for all their hard work and enthusiasm.
 
6. To approve the draft notes of the meeting held on 20 January 2025.
The minutes were agreed and signed by the Chair.
 
7. Clerks report on matters outstanding.
Cllr Eldridge had arranged for the rubbish/waste/dog poo bins in Gedney Hill to be emptied on a Thursday.  If they get missed please report to www.fixmystreet.lincolnshire.gov.uk

9. Increase in fees for 2025 – TA Blackamore
TA Blackamore had informed the Clerk there would be an increase in fees for grass cutting and hedge trimming for 2025, from £1311.12 to £1364.40.
 
Proposal:
To accept the increase for 2025.

10. To discuss any issues relating to the Parish Pavilion
a) Bollard
The Clerk had received two quote
The Clerk had received two quotes to replace the bollard at the entrance to the play park.
LPS quoted for a hinged bollard - £904.80
Rhino quoted for a drop bollard weighing 6kg compared to the current 14kg. - £1,000
Discussion was had but an agreement was not reached.
DEFER FOR FURTHER DISCUSSION
 
 
11. Speedwatch group update
There has been much talk of speeding through the village on the Gedney Hill facebook page.  Cllr N Watson encouraged people to join the Speedwatch group so more sessions could be held.  Please contact the Clerk if you would like to join the training session at the end of March.
A session was held on Mill Lane in February and several cars found to be driving above the speed limit.
 
12. Planning 
a) To discuss current planning applications and decisions.

b) To discuss consultations and concerns. 
H22-0192-25 – Ossian Windfarm – no comment
H05-0985-24 – Letters from member of the public – 2 people have contacted the Clerk about the traveller site on Langery Gate Road – it was explained the site is not in our parish and to raise concerns with SHDC.
 
Cllr Eldridge brought up the proposed Malice Solar Farm, off French Drove.  This is in the initial stages and it is expected that residents will be invited to attend public consultations.
 
13. Cemetery matters
To agree the installation of a headstone at plot D7

14. Flag of the Fens
To discuss and decide if there is support for the Flag of the Fens and if GHPC would write a letter for support for the campaign to use the flag.

15. Lithium Batteries
To discuss and decide if there is support for the campaign for Safety of Lithium-ion batteries.  A short public information film was shown.

16. Wryde Croft Wind Farm Small Project Fund 
To discuss and decide if the application form to apply for a grant from the Small Project Fund is to be adopted by GHPC.  The fund is to be topped up annually by Wryde Croft Wind Farm.  It decided the maximum amount that can be applied for is £1,000 but it is at the discretion of GHPC if the full amount is given.

17. CCTV Policy
To discuss and decide if the CCTV Policy is to be adopted.

18. To advise of any items to be added to the next meeting agenda.
Lottery grant for the play park.
 
19. Date of next meeting – Monday 19 May 2025 at 6.30pm
This meeting with combine the Gedney Hill AGM and the next GHPC meeting.
