MINUTES OF THE JULY PARISH COUNCIL MEETING
Held at the Gedney Hill and District Memorial Hall, Hillgate, PE12 0NN
On Monday 21 July 2025, at 6.30pm

PUBLIC FORUM 
A member of the public observed there has been an increase in the numbers of bikes, e-bikes and motorbikes in the area.  Cllr Watson suggested that 101 be called if the member felt unsafe or if an incident should be reported.
A member of the public asked if an extra bin could be put outside the shop.  The rubbish bins in the village are often full before emptying day.  Clerk will contact highways to see if bins can be increased in number or volume.
A member of the public noticed there is an increase in speeding vehicles and asked if ‘gates’ could be put at the entrances to the village.  It has been noted these can help to slow drivers down.  Clerk will contact highways to see if it would be possible – the land the ‘gates’ would go on does not belong to GHPC.
A member of the public noted the road by the school has blistered in the heat.  Clerk to contact highways.
A member of the public asked whey the Police Support Officer is not seen in the village, a presence may help to deter fly posting, fly tipping and speeding.  Clerk to request.
 
 
1. Chairmans remarks.
The Chair welcomed Cllr R Condell to his first meeting.  Cllr Condell stated he is very happy to help where he can, he is contactable by email cllrr.condell@lincolnshire.gov.uk
 
2. Apologies for absence and acceptance of apologies.
Apologies were received from Cllr P Redgate and Cllr K James.  They were accepted. 
 
3. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation. 
None
 
4. To approve the draft minutes of the meeting held on 19 May 2025.
The minutes were approved and signed by Cllr N Watson.
 
5. PPC Update.
a) Planning
 
The publicity period ends on 24 July and will be determined by SHDC by 7 August 2025.
 
b) Events
The PPC is planning a Flower and Veg show to take place on the playing field on Monday 25 August.  
The PPC is hoping this will become an annual community event.  It is not anticipated it will be a big fundraiser but PPC believes it will cover costs.  There will be 52 classes and a village scarecrow competition.  A Risk Assessment will be managed by the PPC.
 
Cllr N Watson thanked the PPC and WG for all their hard work and enthusiasm.

c) Approval for grant applications
A SPF Grass Roots application had already been made with GHPC’s approval to Lincolnshire County Council, the closing date came between GHPC meetings.  The amount requested is £24,800 and we should hear in mid-August.
 
The PPC asked for permission to apply for a grant from SELCO for £1000 for painting the Pavilion.

6. Clerks report on matters outstanding.
We are waiting to hear from the Grange Wind Farm for a grant applied for and expect to do so by the end of this month.

11. To discuss any issues relating to the Parish Pavilion.
The bollard is due to be serviced, clerk will chase.
 
12. Speedwatch Group Update
The Speedwatch Group were on Mill Lane on County All Out Day, Friday 11 July.  Support was requested from the police but no-one was able to attend.
Several motorists were found to be doing speeds above 50 mph.
