Gedney Hill Parish Council
Minutes of the Gedney Hill Parish Council Meeting held on Monday 15th November 2021.

1. Apologies for absence and acceptance

2. Declarations of interest under the Localism Act 2011 and consideration of any requests for dispensation
Nothing stated.
3. To approve the draft notes of the meeting held on 20th September, 2021
The Councillors confirmed they were an accurate record of the Parish Council meeting, the Chairman duly signed them.
4. Highways
The hedge at the corner of Lincolns Avenue (issue raised in public forum) is overgrowing the footpath and thus making it difficult to walk around the corner to North Rd. As this is a busy junction this should be addressed on an urgent basis. The clerk has contacted Highways to see if they can address the issue but will chase, as no priority seems to have been given to this.
It was noted that the kerb stones by the village shop, were damaged, and that cars were parking on these. Whilst it is not illegal to park a vehicle on a footpath, it is if it is causing a hazard. It was queried as to whether this is this an issue for highways or the police so the clerk had contacted Highways to see if they can address the issue and will chase for an answer.
Clerk to contact the Manager of the shop, to ask if employees could park round the back of the shop, rather than outside.
It was raised by Councillor Watson, that a drain on Highstock Lane, where there had been a recent RTA, needs investigation. Clerk to contact Highways on this matter.
5. Cemetery
A request made by a member of the public to fill in a hedge by the cemetery, was okayed by the Parish Councillors.
The local grave digger has strongly suggested not digging double depth graves due to issues with the water table. This was discussed and as a result, because a number of double depth graves have been reserved, was felt these should be honoured. A question was raised as to whether any further double depth grave requests should be accepted. To which, it was agreed that no further double depth graves should be offered.
6. Footpaths
a. Right of Way – Identification
Lincolnshire CC have sent a map to the clerk stating that the footpaths are not identified on it and could we identify where these footpaths are?
The Clerk emailed Lincolnshire County Council with the map highlighting areas of concern. The response received was that out of the 3 highlighted footpaths, 2 were classed as priority 3’s (which are lower priority and subject to finance and availability of workforce}.The third was classed as a priority 2 (which was given a timescale of approx. 6 months).
7. Project Dignity
Information has been posted on the village noticeboard, but was deemed no more informative than previously shared. Planning application does not yet, appear to have been received to date.
8. Defibrilator
The Clerk has issued a rota for the visual checking of the defibrillator and circulated this to all Councillors accordingly. Councillor James has changed the pads and done the checks for the current month.

10. Pavilion/Playing Field
Councillor James identified that hot water will be required in the pavilion ready for future lettings and a quotation to do these works should be sought. This was discussed and agreed with the Parish Councillors with Councillor James offering to contact local tradespeople.
There have been a couple of enquiries regarding the booking of the pavilion for private parties. Information on the terms and conditions have been sent out.
It was discussed how, in addition to current social media promotion, interest could be raised in the booking of the pavilion. Clerk to contact local nurseries to target parents of younger children, who may wish to use the hall for parties.
13. Community Speed Watch

14. Clerk’s Report
The Clerk stated she had contacted LCC to report the bins outside the village shop had not been emptied. A member of the public confirmed she thought this had improved, but it was agreed we would keep an eye on this and report it further, if necessary.
The Clerk said there was nothing else to report, that wasn’t mentioned elsewhere on the agenda.
15. Financial matters
a. Annual Governance and Accountability Return
The Clerk stated that the AGAR had been completed, internally audited and sent off. The “acceptance of the accounts” are awaited.
